The quality of governance provided by the Bush Administration should get "F" grade. GOP has been acting as enabler for the Bush Administration since he came to power. It seems that Bush has forgotten that our Constitution provides for an oversight by the Congress. All the officials of Bush Administration are accountable to the public through the Congress. Now there seems to be no logic in Secretary Rice's pretending to be too busy for the Congress. We haven't seen any improvement in America's image in the world or improvement of the situation in the Middle East since Secretary Rice became busy for the Congress. This is such a lame excuse to say that the Secretary of State is too busy to find time to testify before a Congressional Committee. Defence Secretary Gates doesn't make that excuse because he knows what the law of the land is. There is no one above the Constitutional requirements. So Secretary Rice, please find time to testify before the Congress. You would not be able to enjoy enabling similar to the one you received by the GOP controlled Congress. There is no harm in telling the truth.
